Since the Caves & Cliffs update (1.18), diamonds generate most frequently at Y-level -59. Strip mining at this depth gives you the highest chance of finding diamond ore, though you will also encounter a lot of deepslate.
To defeat the Ender Dragon, you need to first destroy the End Crystals on top of the obsidian pillars (which heal the dragon), then attack the dragon when it perches on the bedrock fountain in the center of the island. Bring a bow, a sword, and plenty of armor and food.
